Section 20
Education up to secondary level will be free of charge
: (1) Every citizen shall have the right to receive education up to secondary level free of charge from the state.
(2) While receiving free education, every citizen must comply with the conditions of this Act and other prevailing laws.
(3) Other arrangements related to free education shall be as prescribed.
